Nineteen of Medvedev's 21 victories have been won on hard surfaces
A resurgent Medvedev secured his maiden championship for over two years with victory over Frenchman Moutet in the tournament final.
The athlete, a former top-ranked player, has endured a torrid season, achieving just a single victory at the big events and undergoing a meltdown at the American major.
The player's inconsistency on the tennis tour - and difficulties with his serve in specific - led to him falling of the world's top 10 and ultimately parting ways with former mentor his previous coach.
Now training with Thomas Johansson and his other coach, he has steadily advanced in the last few weeks - peaking in a tightly fought competitive win over opponent Corentin Moutet.
This marks his initial championship after the Italian tournament and initial on a hard surface after that period of that year.
Victory also signifies Medvedev has achieved twenty-one victories at 21 various competitions.
"It's the first time I am participating in a tournament with my children together, so to secure a trophy is really nice," commented world number 14 Daniil Medvedev.
"This victory is in honour of my second daughter my daughter, because the first title I got when my older daughter my daughter was delivered was for her."
Medvedev, the 2021 US Open champion, had been defeated in his last six finals, including in Halle previously this season.
The player's defensive approach and recurring reactions on the tennis court had caused commentators to wonder if his skill to perform at the highest level was over.
However the player has implemented adjustments in the last few weeks, attempting to come to the net and play aggressively, supported by an improved service.
The champion came back from a disadvantage in the first set against the difficult Frenchman, taking four of the concluding five games to take the lead.
The pair exchanged service breaks in the middle set before Moutet, bidding for his initial tour championship, seized the initiative to force a decider.
Moutet saved 4 early break points in a tight deciding set before Medvedev secured a break to that score to secure the win.
Suitably, the winner clinched victory with a shot at the net area, with the Frenchman failing to manage a shot after over two and a half hours.
