UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a latest study of municipal councils, English councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that six out of ten of local authorities are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and land to support their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would prioritise restructuring services and utilising savings to weather growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in Kent announced its property management strategy included the disposal of a shopping centre in a local town and a social club in Rochester to generate £20m over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will need to increase local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils this week also found local finances being strained by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the Send system until next year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Shortfalls

According to the latest deprivation measures (IMD) covering English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” said the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of England. The data highlights the scale of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study revealed.
